[Proj] Proj4 and Epoch

Enhancement request #154 [1] is somewhat related, which is to add
support for ITRF geocent EPSG codes (e.g. [2]), but nothing about
datum support.

An alternative is NRCan's TRX tool [3], which uses reference frame and
datum inputs for 3D transformations.
