[Proj] Special(User Defined?) Coordinate?

Hello

I am novice in Proj4 and English

 

in My TIF Data File

Coordinate is 0~3600 (West-East), and 0~1800 (South-North)

 

I want to use EPSG 4326 (WGS84)

 

but I can not assign source Projection

So, I can not use GDALWarp.exe Command Line Tool

 

Now I move every Cells one by one method

 

Can I Make Proj4 String?
