[Proj] GitHub "project" for the next release

Computationally datum transformations are completely separable from map
projections, but from the end users perspective they are inextricably
combined in the modern era. A user should reasonably expect to get the same
results in QGIS and ArcMap given the same ESPG codes, but in many cases
they do not because of datum differences. I know Gerald disagreed with me
on this in the past and obviously others still disagree with me. I do not
believe that moving Proj into the 21st century threatens users who do not
care about datum transformations. But ignoring datum transformations will
make Proj irrelevant in the future.
