[Proj] Time for a new release?

Kurt,

I’ve hacked together a basic migration guide here https://kbevers.github.io/development/migration.html

I based it on the docs for the current API. It doesn’t go into detail with the many undocumented functions in proj_api.h. Please let me know if there’s is anything you think should be added or improved in the guide.
