[Proj] Transformations with height data to bessel bring unrealistic results

In 2012 this was also meantioned here:

There ED50 / UTM zone 30N, epsg:23030 was being used.

The dhhn92 values are based on Amsterdam as 0, so what happen there on
similar conditions? Drops down to -40 meters?
