[Proj] Remove Windows CE cruft (wince/msvc80)

I am also +1 on this.

I suggest that we keep it in version 4.10.0/4.9.4 (whatever it ends up being), and announce in the release notes that this will be the final version with support for  WinCE. That way anyone who still rely on it has amble time to react.
