[Proj] Let's get this thing rolling

This morning the final bit of code needed for the 5.0.0 release was merged [0]. So, finally, it is time to issue the first release candidate of PROJ version 5.0.0.

Howard,

In [1] I have done the steps 1 to 7 (apart from 4.5) in the updated HOWTO-RELEASE. I haven't got the right permissions to carry out the last bit of the release process. So would you please take over from here with the release process?
