Pedantically, no, at least the way they are described by the EPSG dataset is 
that they are using regular Transverse Mercator, with a false easting value 
that would be the one given by the "Transverse Mercator Zoned Grid System" for 
that zone, but they are still designed for a fixed zone.

EPSG:32600 and EPSG:32700 are the only ones to strictly use TMZGS.
