I am going to create a new NTv2 grid (.gsb file). The current version of the NTv2 grid has all values in arcseconds. I was thinking of making the new grid in degrees. However, it seems to me that Proj.4 ignores the units in line 4 of the header (see below) and always assumes the values to be in arcseconds. Is that correct?
