Michael,

If you have a polyline with 3 vertices the nParts would normally be 1 and
the nVertices 3.

The parts concept is primarily used when a polygon has more than one ring.
Each ring is a part.  It is also possible to have multiple unconnected
polylines
as part of an Arc object using different parts, but this is uncommon.
