[Shapelib] splitting up shape files

Thank you so much--it looks like this is what we need. Looking through
the code, it appears that it does require the dbf files, but I think we
may be able to work with that.

BTW, the "I think" was not meant to be there. I am positive that 
shp2tile does what you need.
