Another good place to find Shapefiles is an ESRI site:

    http://www.geographynetwork.com/

A lot of them are free for non-commercial use, but check the
restrictions on each dataset.

Click on "Data" and then "Downloadable Data", then click on
"Geography Network Explorer" to search for datasets.
