 I've a look at the WFS 1.1.0 spec (p66-68)

 Indeed the default behaviour (from the spec) should be the
 "idgen=GenerateNew" and this one seems not implemented in current TinyOWS.
 Only the 'UseExisting' one is there.

 I think we should implement the whole idgen behaviour, according to WFS
 spec:
 - GenerateNew
 - UseExisting
 - ReplaceDuplicate
