Comment:

 I used the Mapserver buildkit 521 found here:
 http://www.gatewaygeomatics.com/dl/buildkit/

 I created a makefile.vc and a nmake.opt files.  I will attach these files
 soon after testing is done.

 I also managed to build a ms4w package installer
 (http://www.maptools.org/ms4w/index.phtml) for Tinyows.
