Thanks Olivier, that was it.
I forgot to add the SetEnv in the httpd.conf file. I've been spending hours trying to make this service to work ...
Well, it's working good with Fedora and Apache, I'll try this new version with some edition tests using Quantum GIS

My guess is thay you use only: export TINYOWS_MAPFILE in your shell,
and not also SetEnv for Apache env.
So when you call tinyows directly from the command line, it works
as you expect, but not throught a Web Server.
