[TinyOWS-dev] Change in interpretation of STARTINDEX

Hi,

I just wanted to edit http://trac.tinyows.org/trac/ticket/72 to add a comment 
, but I have no the rights to do so. So I let people with appropriate rights 
to do so.

The OGC WFS/FES SWG has decided that STARTINDEX should begin at 0, contrary to 
current MapServer (and Deegree, and OGR WFS client) interpretation. See 
http://trac.osgeo.org/mapserver/ticket/4180

At first sight, Assefa's patch would need to be changed not to error out if 
startIndex = 0.
