  Are you referring to Mapserver map file? If that is the case I think 
your message is more appropriate on the Mapserver user lists. As a 
starter you might want to check 
http://mapserver.org/development/rfc/ms-rfc-6.html and 
http://trac.osgeo.org/mapserver/ticket/1305 to see if it does partly 
want you want.
