There is an ms4w package for tinyows 
(http://www.maptools.org/ms4w/index.phtml?page=downloads.html).  It was 
based on the svn version at that time. There is a tinyows 0.8 release 
possibly going out at the end of February/March. I will update the ms4w 
package at that point.
