Could you send the result of following commands ?:

./usr/lib/cgi-bin/tinyows --help
(to be sure where the config file should be located)

xmllint /usr/local/tinyows/config.xml
(to check no XML error lay on the file)

ls -l  usr/local/tinyows/config.xml
(to check you have enough rights to read the file)

cat usr/local/tinyows/config.xml
(to check the config content)
