So we progress, it seems not something related to your Tomcat ^^

Could you try on command line following actions:

$ cd your_tinyows_dir
$ echo "service=wfs&request=GetCapabilities&version=1.0.0" > CAPA
$ test/unit_test CAPA 4

Could you also provide the whole TinyOWS config file ?
