Cartoweb requires the soap module to be loaded. However, this should not be
needed when using direct mode, because soap is not used.

Actually, the problem is that CartoWeb references some classes and function from
the soap module, even when Soap is not used. For instance, the SoapFault,
utf8_encode, utf8_decode and others.
