Hello,
the automatic layer tree generation (when no layers.ini is available) is
a broken functionality in recent CW3 flavours.

It seems to me that at least a minimal layers.ini is required in current
versions.

Oops! Where have you read this? In some recent manual or mail?
Maybe in a deprecated piece of doc?
