Version Cartoweb 3.0 ! Where is CVS version ?
The page is really blank (<html><body></body></html>)

that is a little too few info to figure out what is going wrong! ;)

What version of CartoWeb? 3.0? CVS version?
Is the page really blank? Is the page source empty as well?
Perhaps you get a PHP error message but your error_reporting level is 
too loose and errors are not returned (check in your php.ini).
