[Cartoweb-users] How to create a new project

Dear users,

As seen on this list last weeks, some of you encountered difficulties to 
build new projects with Cartoweb3.
To remedy to this, we decided to (re)write down a typical procedure that 
will surely help most users to start with Cartoweb3.
It describes how to create a new project arborescence, setup the new 
project and most important, how to insert new data.

Please note that this HowTo has been tested and works on Cartoweb 3.2 
and current CVS version.
