Hi Andre
well, if you already have a mapfile and the shapfile, all you need is to 
follow the tutorials to set up a basic project:
http://www.cartoweb.org/cwiki/HowToCreateANewProject and
http://www.cartoweb.org/cwiki/HowToCreateALayerTree
just follow precisely the instructions
