hi Christophe
to disable a tool, imply give it a negative weight in the related tool .ini config file
for exemple  weightQueryByPoint = -1 in query.ini
see the file query.ini.dist in cartoweb3/client_conf for exemples
also the doc: http://www.cartoweb.org/doc/cw3.3/xhtml/user.query.html
