[Cartoweb-users] changing text

If I simply(?) want to change some text -- not translate it, just 
change it -- do I still have to create po files, etc?

For example, if I just want to change the {t}Shortcuts{/t} text 
(default value is "Shortcuts") to "Zoom to", what is the simplest way 
to do that?  I cannot locate the master "definition" for all of the 
{t} texts, and I am not sure how to override them for a particular 
project.
