maybe try to deactivate the scale check in file ToolTipsService.php, 
function queryLayersByXy, check :

if (array_key_exists($activeLayerId, $this->queryableLayers) &&
                $layersCorePlugin->isLayerVisibleAtScale($activeLayerId, 
$this->mapScale)) {

remove the && $layersCorePlugin->isLayerVisibleAtScale($activeLayerId, 
$this->mapScale) and try

if that works, then  you simply have to extend the plugin as explained in 
the documentation
