it depends

for public usage, you must use the public ip

for development, if you can not use the public ip, use the internal lan ip

I would suggest doing separate installation: one in production mode with the public ip and one for development with your internal ip

        Cartoweb installed on Windows XP, and everything ok, then create a project called bocharur and another bochaurb but in the LAN shows everything well, but it distorts the internet. 

        is to clarify that in the LAN, on the computer that acts as the server has the internal IP address 195.195.195.31 or privately, but in the public IP is 200.21.193.190 ROUTER ask:

        Interpreter Php> cw3setup.php - install - base-url http://195.195.195.31:8080/cartoweb3/htdocs - profile development - project bocharur - clean (on the LAN works perfect) 

        or 

        Interpreter Php> cw3setup.php - install - base-url http://200.21.193.190:8080/cartoweb3/htdocs - profile development - project bocharur - clean  (Internet appears distorted )
