When you log into the CWC2 Admin interface you shuold have three tabs across the
top: Info, Config, Manage WMS.  As it stands now you receive Info, Config,
Config upon entry to the admin section.  Only after you click on a tab will the
proper third tab (ie, Manage WMS) will show.  Reproduced several times on WinNT
sp6 using NS7.1 and Moz1.5.
