This is a relatively minor functionality issue, but *I* noticed that the 
behaviour was not what I expected, so I suspect others will too. 

Do the following:

* open the sample_enhanced.phtml application.
* select ZoomIn tool.
* zoom in (factor 2) on Yellowknife repeatedly, until you can zoom in no more 
(i.e., you're at the minimum scale).
* With the ZoomIn tool still selected and Yellowknife still in the center of 
the frame, click near the southeast corner of the map. The extents have 
changed - basically, the ZoomIn tool has acted like the Recenter tool. 
* select ZoomFullExtents tool. Map is back to its maximum scale.
* select ZoomOut tool. 
* click on Yellowknife. Map is unchanged - i.e., ZoomOut tool did NOT act like 
Recenter tool. 
* select Recenter tool.
* click on Yellowknife. Map is recentered.

I think that if you are trying to zoom beyond the limits of a map's scale, that 
Chameleon should behave similarly in both cases. The behaviour I suggest is 
that the zoom becomes a recenter in both cases.
