and further to this bug, I have noticed that with the zoom out tool, if you are
just inside your max scaleand then zoom out, and the current zoom factor would
go beyond your maxscale, it leaves you at the current scale rather than zooming
out to the maxscale.  I think that the zoomin and zoomout tools should both hit
the defined min/maxscales even if they would go past them, rather than doing no
action.

This could be a mapserver limitation, but we can work around it in the
map_navigator.php code
