Adding a new layer via the WMSBrowser causes a broken map draw when using MS
4.6.  Switching to MS 4.4 fixes the problem.

Need to investigate the problem and either modify WMSBrowser or file a test case
for MapServer WMS to get this problem fixed.

Bart, I've cc'd you because I know you are a heavy OGC user ... please add
additional comments if any other OGC components are broken under 4.6 (and are
not broken under 4.4) so we can assess the scope of the problem.
