Guys, I haven't followed the bug, but seeing what Norm and Bart wrote about this
bug, it seems to me that there must be one place (or one combination of calls)
somewhere that results in a double urlencode and the fix is really to find that
code path and fix it. 

Adding double or triple urldecodes is not a fix since double-urldecode on a
string that was urlencoded only once may result in the string being corrupted
too. It is really important to have all encode and decode calls balanced, that's
the only fix in my opinion.
