[Chameleon] legend for non-WMS sources

my problem is indeed that the graphics don't show. It appears that the
legend template was written to deliberately ignore anything but WMS. If I
overwrite that, the legend popup shows the layer names, but no images.

 Will clarify after holiday, french keyboard driving me nuts.
