[Chameleon] zoomtoscale for Locate widget

Hi list,

In chameleon 1.1 alpha6 I am using the Locate widget with a zoomtoscale 
of 50000. As far as I know, this means that if a gazetteer service finds 
certain locations, a zoom to that location should return a map at scale 
50000. The map I am looking at is showing a much larger area? Is there 
something wrong with how chameleon zooms in, or am I using the 
zoomtoscale parameter incorrectly?
