[Chameleon] major cvs commit

Hi Paul, list,

as the cvs access is not mentioned yet on the www.maptools.org Chameleon 
website (it still says coming soon) here is a small HOWTO. Cvs password is 
empty.

set homedrive=c:
set homepath=\
set cvsroot=:pserver:cvsanon@www.maptools.org:/cvs/maptools/cvsroot
cvs login
cvs checkout chameleon

Win32: cvs.exe as a dos utility is e.g. at: 
ftp://gdal.velocet.ca/pub/outgoing/cvs.zip
