Yes you're right Chameleon enables fast web application building. To build an application I would say you need approximately one day, also depending on how much web design will be involved. If you build it based on an existing template it will be a couple of hours. I am not that familiar with building applications with Mapserver, but for sure you will need a lot more time because you don't have a great toolkit like Chameleon which you can use.
