[Chameleon] ECW not showing below certain scale

Jacob,

AFAIK, nothing has changed regarding ECW support, at least not in 
Chameleon.  This would really be something in MapServer I think, 
although it is possible that Chameleon is obscuring the error messages 
that you might otherwise see.
