[Chameleon] Does chameleon have a WMS CLIENT?

I would be interested in hearing what the reasons for this approach are. 
I always thought the idea was to have a WMS-server and a WMS-client and 
nothing intermediary. I can't see what is to be gained by adding an 
intermediary server between the WMS-server and the WMS-client.
