Jacob,

in reply to comments posted in bug 679 , the contents of the common 
folder come from a separate cvs project, php_utils.  Most cvs clients 
will not update the common folder if you start updating at the chameleon 
or htdocs level, wincvs in particular will not do this.  You can fake it 
out by running an update on the common directory directly if you copied 
the contents from a cvs copy of php_utils.
