[Chameleon] LayerManager2 and raster layers

Hi again.  Has anyone else had any trouble moving layers around with 
LayerManager2?  It works fine in the Other Widgets sample, but not in my 
own application.  The widget works fine unless there are raster layers 
loaded.  For some reason, when there are rasters, you can move them 
around in the popup, but hitting apply does nothing to the layer order 
in the parent window.  When there are rasters, you can't even move 
around the vector layers!  These rasters are ~90MB Erdas Imagine files, 
if it makes any difference.
