[Chameleon] JPG-file as layer in mapfile

 As long as the world file for your jpeg is correct and in the same
 projection you should be set, it goes in your mapfile the same as any
 other raster.

      data "C:/ms4w/apps/myApp/TOPOS/DOUGLAS.jpg"
