Krishnaa,

You can use the LegendTemplate widget to get the desired effect. The
LegendTemplate widget exposes MapServer's HTML Legend template to
Chameleon. It should look something like:

<cwc2 type="LegendTemplate" visible="true" embedded="true"
template="legend_template.html" popupstyleresource="TextButtons"
popupwidth="500" popupheight="400" status="false" menubar="false"
controlvisibility="true"/>

where legend_template.html is a valid HTML Legend template.

For an example of it's implementation, take a look at the Chameleon
Samples ... specifically the Enhanced Sample Application.

The documentation for the HTML Legend can be found at
http://mapserver.gis.umn.edu/doc46/html-legend-howto.html

Best Regards,
Jason
