[Chameleon] Getting the samples working

The shapefile loads fine in JUMP.  I've also attempted to reproduce
the crash using the shp2img tool but when I render the chameleon.map
using shp2img everything renders fine including the popplace layer. 
So the problem must be with php/mapscript?
