[Chameleon] WFS-T with Chameleon

Chameleon uses MapServer as a WFS client, so you are restricted to the
MapServer implementation of WFS client - for instance, you cannot use
the transactional components of WFS-T from MapServer WFS client directly.
You should certainly be able to access the data, however.
