[Chameleon] WMC 1.1.0 support

Hi all,
I've been using CWC2 and just realized that I can't set scale dependency
for layers using a context document. I checked with a colleague who
indicated that WMC 1.1.0 is an adopted spec now and that it contains
scale elements.

Any plans to bring CWC2 up to par with the specs? What changes within
chameleon would be required to do this? Anyone else out there need this
too?
