[Chameleon] WMC 1.1.0 support

This rings a bell.  What version of MapServer are you using and does it 
have WMC 1.1.0 support?  If your MapServer supports WMC 1.1.0 (with 
scale hints) then we'll need to look for something in Chameleon that is 
preventing it from working.
