[Chameleon] Proxy Server settings

Hi Derek,

behind the scenes Libcurl is used to get the maps and Libcurl listens to  
the environment variable http_proxy. So set that one,

a) if you're using IIS, set it as a system environment variable
b) if you're using Apache, set it through SetEnv in the conf file
