[Chameleon] Scale dependent layers in LegendTemplate

Hi,

I have two layers that are part of the same group but are drawn
regarding MAXSCALE/MINSCALE parameter in the map file. How can I
show/hide them accordingly in the HTML LegendTemplate? I have seen
reopened bug#179 that seems to address this issue. Is it possible to
solve this problem? I am willing to do it so any suggestion would be
appreciated.
